The Environment Agency have published on-line RPS 206, which applies, if you use unbound municipal Incinerator Bottom Ash Aggregate (unbound IBAA) in certain construction activities. Essentially, if you comply with the conditions of the RPS, you do not normally need to apply for an environmental permit for the use of IBAA.
